NCC-NSW WORKING GROUP 3RD ROUNDTABLE DISCUSSION

Highlights:

  • The round table discussion was conducted by the National Competitiveness Council-National Single Window Working Group to discuss the Bureau of Custom’s NSW—how it could be implemented and fast-tracked.
  • BoC Commissioner John Philip Sevilla discussed the current situation of the NSW and what could be done to improve the processes in bureau:
    • Government offices that are using NSW are: Bureau of Animal Industry (BAI); Bureau of Fisheries and Aquatic Resources (BFAR); Bureau of Plant Industries (BPI); Fertilizer and Pesticide Authority; National Telecommunications Commission (NTC); and the Bureau of Internal Revenue (BIR).
    • The DTI Bureau of Product Standards (DTI-BPS) and the Food and Drug Authority (FDA) do not use NSW and have their own web-based system to inform BoC of permits.
    • The major problems with NSW are: incomplete information about the actual use of the NSW system; “system-wide” technical issues; and individual agency technical issues.
    • The commissioner then presented his suggestion to go back to basics as the bureau works on the new system. He suggested that the agencies involved go back to using Excel files with the following format:

  • The codifying of all entries is almost done with the help of USAID.
  • The NCC-NSW WG will have a small group meeting to review the Terms of Reference of the group in reference to the request of Comm. Sevilla.
